MuseGlobal Teams Up with Capgemini Government Solutions to Assist U.S. Law Enforcement Agencies in Identifying Public Safety Risks

MuseGlobal, a provider of award-winning content integration platforms worldwide, today announced a collaboration with Capgemini Government Solutions LLC, a member of the Capgemini global family of companies and creator of the Intelligence Grid®, to provide flexible content integration technology that is expected to affordably connect, collaborate on, analyze, investigate and identify public safety risks. Using MuseGlobal’s smart content connectors, law enforcement agencies are now able to extract key data from internal repositories and external sources at the federal, state, municipal, city and county levels to be accessed and integrated for analysis.

As part of the Capgemini Intelligence Grid, MuseGlobal’s customizable content connector software aims at aiding governments in rapidly setting up and easily managing new public security architectures. The Intelligence Grid facilitates the smooth interoperability of public security systems, enabling the active and efficient collaboration needed to identify and prevent new threats. Powered in part by MuseGlobal, the Capgemini Intelligence Grid allows the law enforcement agencies to connect to internet and legacy systems with relative ease, harvest data from connected systems and simultaneously search connected systems to locate the content being sought. The agency requesting the data can then be provided with a consolidated view of all information found on all source systems regarding the subject search topic.

By connecting disparate sources of information into a unified view, law enforcement agencies can share information across the national public safety enterprise, enabling an unparalleled range of analysis and investigative activities,” said John Blossom, President, Shore Communications Inc. “The ability to deploy secure, cost-effective integration technology and services built on MuseGlobal’s software supplies the law enforcement community with the ‘information dial-tone’ necessary to share information and disseminate intelligence on a state-wide basis.”

Some of the many features and benefits that MuseGlobal brings to Capgemini’s Intelligence Grid are:

  • Broad connectivity to an existing library of more than 6,000 connections to other systems that are external to the justice area, including vital supplemental data such as company reports, news clippings, blog posts, etc.
  • A uniform data supply that can be utilized by the other systems in the Intelligence Grid, thus enabling cross-system aggregation of data and monitoring of system performance.
  • Security access management via a single sign-on capability allowing all access to be controlled at a granular level – from control of data sources, down to individual record content and the type of analyses permitted.
  • The ability to regularly “harvest” the latest information from all sources and feed it to a central database for processing and retention, or to initiate and respond to ad-hoc inquiries at any time, retrieving legacy data from the central database and up-to-the-minute information from external sources.

The threat to Public Security remains high. The agencies involved in protecting both social and economic life, whether Port/Border Management, Intelligence Services or Police, operate in a constantly evolving and challenging environment. Yet it is also a stimulating environment: one that presents opportunities for collaboration, information sharing and, above all, enhanced Public Security through the use of innovative technologies and collaborative intelligence approaches.

A recognition of the importance of collaborative behavior in response to this complex environment prompted Capgemini’s launch of a new approach to Public Security technology in 2006. Capgemini has large capabilities in intelligent surveillance, research and information sharing systems, authentication, name matching and data mining technologies amongst many others that are deployed within a law enforcement context. Capgemini offers a comprehensive portfolio of public security solutions and plans to further enhance the Intelligence Grid in 2009 to include areas like Civil Protection (Crisis Management), Policing, Intelligence (Secret Services) and Border Management.

We called this concept the Intelligence Grid – an innovative concept that improves internal efficiencies and opens up enhanced avenues of collaboration,” said Jaap Roos, Director of Capgemini’s Global Public Security practice, adding, “The Grid’s fundamental connection and dissemination services address the most pressing issues related to providing real-time access to, and interoperability between, a wide set of law enforcement systems at the local, state and federal levels.”

Founded on the principles of service oriented architecture, the Intelligence Grid approach allows the smooth interoperability of Public Security systems, enabling the active and efficient collaboration needed between different government agencies and between different governments.

Thomas Gensch, Executive Vice President, MuseGlobal, added: “Government organizations and the consulting partners that service them cannot afford to spend hundreds of hours of development time building and managing custom connectors between internal intelligence systems and thousands of potentially relevant external data sources. By focusing on the critical problem of content connection and integration, MuseGlobal is minimizing a major cost center of custom IT projects and solutions for government entities. As a result, government organizations realize a lower cost of ownership while our partners protect their margins by reducing the amount of integration services they need to deliver.”
